Appendix B.9, “Causes and Consequences of the Minimum of Solar Cycle 24” solicits proposals to study the causes and consequences of the minimum in solar activity that began in 2007 and persists to date. The solicitation is focused on understanding the causes and/or consequences of this particular time period. Proposals to forecast future, or explain prior, general solar cycle behavior are not appropriate. The domains for which proposals are solicited range from the center of the Sun through terrestrial and planetary space environments to the boundary of the heliosphere, but do not include the terrestrial atmosphere (e.g., cloud and/or climate studies). Proposals addressing those aspects of Heliophysics that directly affect life and society are not appropriate for this program and should be sent elsewhere (e.g., space weather prediction).  The program officer reminds potential proposers that, as always, foreign entities are not eligible for funding from this program and may propose to participate only on a no-exchange-of-funds basis.
